Problem
Engagement was reactive and duplicated across teams, so stakeholders were consulted repeatedly on the same questions and trust eroded with each round.
Approach
We mapped the stakeholder ecosystem, the decisions each group could legitimately influence, and the existing engagement load. We then designed a single engagement system with clear entry points, cadence and feedback loops.
